VIII. Administrative Framework

The school will be governed by a board of directors whose responsibility it is to set policy and oversee the performance of the education director.

The education director will:

- Sit on the board of directors and keep the board informed of relevant staff, student and Department of Education/Board of Education developments

- Serve as the primary liaison between the school and parents

- Implement board policy with school staff, students and families

- Interact with the DOE/BOE

- Hire and discipline support staff in accordance with all applicable collective bargaining agreements

- Supervise and evaluate teachers and managing director

- Represent the school at appropriate functions

- Be actively present in the daily school life of the students

- Be responsible for the overall integration and coordination of the school's curriculum

- Accomplish or delegate any special tasks or duties as assigned by the board of directors

- Teach, although a significantly lighter load than the other teachers

- Comply with state law regarding membership in any professional organization

The education director will supervise a managing director whose responsibility it will be to:

- Oversee day-to-day administrative and infrastructure operations of the school

- Manage the school budget

- Supervise clerical, custodial, and cafeteria staff in accordance with applicable collective bargaining agreements

- Classroom teachers are responsible to the supervising teacher-director.

The classroom teacher will:

- Maintain the academic and emotional "best interests" of the student as highest priority

- Create a learning environment which best allows student growth

- Provide instruction and enrichment that are aligned with the educational framework, philosophies and curricula of the school

- Facilitate open communication among students, family and administration

- Be a fully contributing member of the professional teaching team of the school

- Strive to develop his/her own professional skills to enrich the overall quality of education

- Serve on committees or fulfill other responsibilities as assigned by the supervising teacher-director

- Comply with state law regarding membership in any professional organization.

Employees and their reasonable academic freedoms

The professionalism of teachers will be recognized and valued. While serving as a vital member of a professional teaching team, each individual teacher will maintain freedom of academic expression and professional development.

All employees of the Volcano School will be represented on the school board and therefore have a voice in the policies that govern the school. The director and teaching staff, in conjunction with the members of the school board, will develop the school's curriculum and assessments in order to meet the needs of the school. This will be an ongoing process as the needs of the students and the staff are continuously re-evaluated

Personnel management

The school will determine whether to rely on an alternative personnel management system based on collaborative discussions among all the involved parties. We have had preliminary meetings with Hawai'i island representatives from the HSTA (Milton Fuke) and HSTA (Ralph Boyea) to introduce our proposed charter school and to identify issues related to existing bargaining agreements that may need to be modified for our school. We are confident that all of these issues can be resolved and look forward to initiating formal negotiations with representatives of these unions to make necessary modifications to these collective bargaining agreements as soon as our charter implementation plan is approved.
